Resolve tree suggestion

You know this 15% summoner spells cdr is way too useful and easy to get by everyone who dont even need resolve tree at all. Meanwhile resolve players always chose tenacity bonus over legendary guardian. So we have diffrent tiers the most useful perks in this tree. May be you will place tenacity and ss cdr at the same level so players would like to chose whats more important for them between two so called musthave masteries? Put them at pre keystone tier. Legendary guardian and missing % hp healing one could make nice pair one tier below.
