I Was looking thorugh the patch notes, and I never saw where they removed it... but in game I don't see that tear still has it.

http://leagueoflegends.wikia.com/wiki/V6.9 The passive was changed here, I don't know why is isn't mentioned.

It was actually 4 mana per 5 sec. It was changed to +25% base mana in season 4. Last season they got rid of that too and now you get 15% mana refunded.

I was talking about tear, and my friend thought that it was still a passive of it,. We looked and didn't see it Then I wondered if I missed it, or they just never mentioned removing it.
