Riot sure doesn't act like it.
On the Gameplay forum, arguably the most frequented, central board, 4 out of the top 10 all time threads are asking for Riot to increase the number of refunds.
Riot has literally never commented on this issue. Not once.
So it that a clear demonstration that Riot is full of shit?

but i have to say 3 refunds every season would be nice (even tho i still have all 3 from when i started in season 2 lol)

Right, I'm not saying they need to agree to player demands, however ubiquitous those demands may be.
But they say they value transparency and communication with players, and they are blatantly ignoring what a HUGE portion of their fans are saying.
