AD assasins and mages got no options whatsoever with his upgrades, and i would argue hybrid champs and several other subclasses dont have a meaningfull upgrade as well. And It also does not include any additional work. Also maybe add back boot enchantments??? Please Riot? Please?

You have to look at it from a balance point. With each class getting one item will result in a high Lategame advantage for any teamcomp running Ornn. With everyitem upgradeable... instant win fpr any Ornn comp, once reached lateegame! Sounds fun, right?
Besides that, all items would also be HUGE balance nightmare AND also effect the early-midgame since some champs scale hard with special items and could rush them.
