Nerf Trumiph of victory Rune
This rune single-handedly invalidates the kill potential of sustained damage dealers who deal DoT damage like

. Basically every time you get a kill or assist it heals you to the point where the DoT damage dealt loses the possibility of finishing off a low hp target. 12% of missing health is a lot of health to regain (120 hp at 1000 health!), so all it takes iss one assist or kill to negate the threat potential of DoT-based champions.

To fix the rune, I'd suggest adding a delay to it's effect: maybe 1 second after not taking damage from any source, 5 seconds after, upon leaving combat, etc. The idea is that it's healing effect would take place either after you stop taking damage or a set time meaning DoTs can still finish you off.**
