How to stop toxic players idea:
In game you can call vote to MUTE a player. If 3 out of 5 players agree to mute them the player will get a limited chat restriction. Also maybe Riot can add the thing to talk without typing like in other games (pre-made messages). With those pre-made messages, people who are chat restricted can only use them.

Alakalzam1 votesYou can already mute a player, and communicate via pings. So, how would this improve the current system. It would definitely alienate the guy you muted and increase the likelihood of him AFKing or feeding.
