league of legends beginner free champions not changing

I made a new account in the Japanese server, but for some reason even past lv 5 the free champions for new players are not updating to the standard free rotation

Anyone have ideas why this is the case?

Edit: nvm once I got lv 11 I got access to the normal roation

hit level 6 play a pvp game, unlocked it for me.

The free to play champions are a static list that is unchanging and is entirely separate from the rotating F2P list. They stay that way until... 10 I think.

i'm already lv 10, and still nothing... I will see if things change at lv 11. Otherwise, rip me i guess (fuck)
