Make Illaoi's passive a charge/clickable system.

She can right click on a wall to summon a tentacle there after a short delay (say 1 second.) With maybe max 2 charges at a time? Obviously refilling on the current CD. However, she can't summon/place tentacles while in combat or they take significantly longer to appear as to prevent her from just chasing people and summoning tentacles in front of them.

This will give her control over where her tentacles can be and open up the jungle to her. Instead of a scenario of "Oh, my tentacle spawned at the inner turret and we're still laning at the outer turrets."

With her, positioning is everything.

Have you seen the cooldown on her passive? It's insane, and her tentacles are much stronger than Zyra's.

The point is that she requires set-up, protection of her tentacles, and positioning on both her part and her opponent's (as in, getting them where you want them).

I tested her in PBE against a friend who also played her. There was a fight between us about twenty minutes in, and I had been carefully manipulating my passive and keeping his at bay. Suffice to say, I destroyed him with a wave of about six or so tentacles at once. It was ridiculous. He didn't even see it coming before it was too late (a trick I learned was to E them, and hit both their soul and the champion with the same abilities)

Putting this would be way too overpowered. It needs to keep its current drawbacks in order to keep the opponent's ability to counterplay.

Being able to place them with heavy restrictions wouldn't be much different than having them auto-placed with position. You'd still need to maintain proper position as she wouldn't be able to place them during combat, and it would open up a lot more viability with her. Considering the fact they require a wall in-order to placed, that in itself is creating a lot of counter-play to anything that could push her over-the-top.

At current it looks like she's pigeon-holed into staying into dual-walled lanes.
