Allow self-cast on more abilities

I find it annoying when I'm walking back to lane with someone like Zyra with a tear and want to keep casting some aoe attack to charge up my tear. No, you can't just press alt q or anything like that. You have to actually move the screen so that you're on it and then use it. This is annoying since I'd rather be watching other things. I wish we could use more of these abilities just by pressing alt q, w, or e.
