I am going to assume that a shield is narrowly defined in the code as something that gives temporary health but 
's bulwark is a shield by every other sense of the word.
I got in ARAM and thought well I can buy 
and bulwark would count as a shield but apparently it isn't, this should be changed. Bulwark is a shield.
I think Galio probably needs a rework.. starting by making Bulwark a shield.
