how many camps cleared as sej before back?

I'm only able to clear 2...I get blue buff and the frog thing and then I have to back this is even when I have help from my bot and mid...Is this abnormal?

at this point I have enough gold for rangers trailblazer and then I can clear camps pretty easily but I almost feel like I'm doing something wrong because I can only clear two camps...as opposed to junglers that have dps and some sort of lifesteal. I've tried 21/6/3 masteries...7/23/0 masteries and not much of a difference.

edit: I was using ap and magic pen runes...maybe thats why. I was thinking oh hey. her abilities scale with ap so why not. I switched over to the runes that I use with my adc and it works a lot better...its a bit of ad, bit of armor, bit of mr, bit of attk speed. I can clear 4 camps with it O-O....runes make a big difference yikes.
