Why is Wukong not included in Blood Moon?

Wukong should be included in this event shouldn't he? He fits all the requirements. Wukong usually builds full Ad Assasin or ad heavy diver with 2 or less defensive items. His ultimate is usually used for single target assasination, and when it isn't it's used for the displacement of the backline with the cc being more to knock up 3 or so members and the frontline so he does his work in peace. Plus we've already got these lovely champions stinking up the place with their similar and even more massively damaging multi target ultimates Yasuo Kennen.

I Touched on ultimates because that's what caused Nocturne to be omitted, and i find the circumstances behind that understandable. The Niche Wukong fills already has similar representation in the existing Blood Moon Pool, and he is an aggressive diver with high similarities to both skirmishers and assassins in his play patterns and damage output. For those who i've seen compare him to Vi he's far more similar to Pantheon or Talon in his general playstyle and unlike Vi has low cc. Not to mention the most common builds on Wukong are primarily assasin focused similar again, to Pantheon but without the wild amounts of oppression in his kit. I see no reason he shouldn't be included in the Blood Moon lineup.

TLDR: Wukong checks all the boxes other Blood moon champions do. Why is he not included in the all star line up? rito plz

wukong's ult is a problem when you add in the pure ad build he would just dumpster most of the other assassins.

because blood moon is an arbitrary list of champions.
