So, Luden's Echo on Poke Champions

So, When it was released, my understanding was that Luden's Echo was an item targeted at mobility mages (like ). Aside from the fact that it looks like it's giving quite insane amount of damage late game, my biggest concern with it is that it became pretty much core build on every AP champion. And the problem with that are long range poke AOE mages (like ) who become really abusive thanks to it. They just run in circle and unleash massive AOE damage on people that are not even in rage to react. Late game this becomes an issue as they can just destroy you under your turret with zero risk involved. As soon as they get that item they start melting people from very far. I don't know how they can fix it, but I think they should. That is a very toxic pattern that grants them insane damage and often a free win even if they did horribly the entire game.
