I Rioter recently said that interactions tend to go in the favor of the defender (not Urgot) but I don't know what happens with this specific one for sure.
Since the second part apparently is a (very fast) projectile that can be denied by windwall or braums W, i think she can. However, since it's near instant, it will come down to a mindgame as it will not be possible to react that fast.
