I thought Riot didn't like punishing players for doing well. New Tibbers is unhealthy.

Let me preface this by saying I don't think new Annie is unbalanced or overpowered at all, and I never have issues beating her. However, the new Tibbers mechanic seems like we're taking a step backwards with Annie.

It basically gave Annie Sion's passive. Tibbers is now very weak overall, and very strong on death. This is bad for both the Annie player and the enemy. It means bad play is rewarded and good play is punished. A good Annie doing everything right is going to do less damage than pre-rework Annie. A good enemy managing to kill Annie without dying is going to get their ass mauled to death by Tibbers. A suicidal Annie can go out and die while having Tibbers clean up her mess and turn a bad trade into a good trade. Annie was already a fairly low skill floor low skill cap champion but this made it so much worse. Now there is very little to distinguish a bad Annie from a good Annie since it's not really bad at all to die.

It just doesn't make much sense to me because IIRC a Rioter recently posted that they don't like punishing good plays. Sion's passive is somewhat appropriate because he's meant to be a kiteable frontliner. Annie just doesn't seem like a suitable candidate for a gamechanging death, and the "rewarding death" should have ended with Sion's rework.
