What if Mobility Meta is a good thing?

Imagine a world where Riot looks at every champion and does three things:
- If your mobility skill is mediocre, we buff it: if you don't have one, you get one. Most champions jump up a tier on mobility.
- If you have a skill/combo that shuts down mobile champions, you lose it. Point-and-click is bad, no-counterplay stuns are bad, people get skillshots, and so on.
- If after 1 and 2 you're still underwhelming, we buff the ever-loving shit out of something. Kog'maw? His R has no cooldown and its mana ramp is slower. Cho'gath? His ult comes with resists and stacks 10 times. Anivia? The ult gets a little bigger and the slow gets more intense.
What happens? Maybe this is a more interesting game. By turning it into a game where the harshest punishments come for being in the wrong place, and the majority of champions have a way to be in a different place, it could actually be more skill-based. This might be a worthwhile goal, and it might be where Riot is trying to take the game.
