Cost increased from 3000 gold to 3300 gold.

The whole point of them taking it out is to remove the flat pen, so no.

I really don't get it.

The item isn't even that good in the first place.

Its useful on Garen and Pantheon and some AD assassins but most of them already take Ghostblade over it due to the ~~crit~~ Outplay chance and the speed boost

That is the thing. For it to be good either the flat pen or the percent shred has to go. Riot has a policy where a single item can not be good against everyone and since flat pen is good against squishies and percent shred is good against tanks BC had to be horribly underpowered.

if a single item can't be good against everyone than how do you explain Zhonyas Hourglass?

Wut? sure zhonyas give extra offensive power but its active is not useful against all assassins (hello diana, akali, etc.), not to mention all champions. Zhonya is as useful against everyone as mercurial scimitar.

Flat pen is meant to give you a lot of extra damage specifically against squishy targets without a lot of armor whereas %shred you get specifically to take down tanks and the combination of the two is what is bad.
