Youmuu's Ghostblade with 15% CDR?
What if the CDR is buffed by 5% eventually adding another 15% CDR item besides boots?

If your concern here is to just even out the 5% CDR you get from masteries, I'd recommend 3 scaling CDR glyphs.

combo'd with masteries you're sitting at 10% right off the bat. 15% of you're investing into utilities. "BUT I NEED MA MR!"
just grab a null mantle if you need it that badly. and besides. chances are if you're rolling CDr runes. MR shouldn't be your greatest concern.
