Youmuu's Ghostblade with 15% CDR?
What if the CDR is buffed by 5% eventually adding another 15% CDR item besides boots?

Youmuu's already makes the coolest noise in the game so I don't think it needs buffs.
If your concern here is to just even out the 5% CDR you get from masteries, I'd recommend 3 scaling CDR glyphs.
