the item is op on poke mages. first of all it pays itself pretty quickly due to the gold it generates, while granting a decent amount of ap, mana regeneration and 10% cdr.

second, its actually really useful against assassins. it can either be used to kite or it can be used to sniff out ganks.

getting frost queens, and then a load of defense is actually a valid stategy against assassins. you pretty much guarantee that youre not falling behind even if you miss out on a bit of farm due to playing extremely safe. and the item itself adds some extra safety.
