Lower the radius of Soraka's Q

No matter which way I move I cannot dodge her Q in lane. If I walk away from Soraka it still hits me at the edge. The only way for me to dodge it would be to dash away but on champions that don't have a dash it's impossible. Does anyone else think Soraka's Q hits almost every single time?
