I really hope that when the crit rework comes up , they remove it from the game , but balance the other items and champions to make up for the loss of this item. And why removed and not nerfed ? Because it's a impossible item to balance , it will either be a perma buy or a item that no good on anyone .
But it isn't general.
Rylai's was general because it gave you damage, tank stats, and a very useful passive. IE just gives you raw damage and damage amp, so just damage.
Not commenting on the state of ADC items, just that this argument doesn't really hold.
well adcs are auto attack reliant champs (most) that use crit to do damage
all the mages werent dependent on slows from 
and it was a better item that was cheaper and more cost efficient then providing both damage, slows (saftey/utility ) and tankyness with the amount of hp it provided
if you are going to compare do it to the ap equivalent which is 
thats like saying deathcap is general because its part of almost any (late game) build.
While IE can be the same, but it also has the advantage of being part of mid game builds.

Just remember that taking away IE will not just gut ADC's.
IE is a shit item on it's own You need a lot of AS and crit to get value out of the passive
they nerfed rylais because it was being abused by some champions and gave you a shitload of everything and a slow on every ability you have.
it gave you everything- thats why is was general
ie is the opposite of general, and on top of that its not even being abused by anyone. all it does is give you damage and its more expensive than rylais ever was. actually, ie was buffed not to long ago because every ad in meta was building armor pen because crit sucked and riot wanted to give incentive to go crit.
