Noob Questions: Bard Numbers

In the wiki for League it says Bard's passive gives him Out Of Combat MS but says every other chime after the first one gives him movement speed. Does it mean every chime 5 seconds after the last one gives flat MS? Or does it only give temporary MS/Out Of Combat MS?

Here's the Wiki description.

ANCIENT CHIMES: Bard's presence causes sacred chimes to appear at random locations and linger for up to 10 minutes. Collecting a chime grants Bard 24% bonus movement speed out of combat for 7 seconds, stacking up to 5 times, with every other chime collected beyond the first granting an additional 14% bonus movement speed, up to a total of 80% bonus movement speed, 20 + (1 per minute after 5 minutes) experience, and 12% maximum mana. Bard empowers his Meeps each time he collects 5 chimes.

On an unrelated side note, how do i indent my post? Thanks in advance.

The 1st one gives him 24% for 7seconds. Each additional one will refresh the 7 seconds. If he gets a 3rd, 5th, 7th, 9th while not losing the speed buff, the buff increases to 38, 52, 66, 80%.

Basically as he searches for a bunch of chimes in a row, he accelerates as long as he picks up the next one within 7s of the last...otherwise it starts over.

The MS you get by collecting chimes is only temporary, and last for 7 seconds. If you collects multiple chimes withing 7 seconds, it stacks and you get more MS.

It says "out of combat" because as soon as you deal or are dealt damage, you lose the MS buff, even before the end of the 7 seconds. It does NOT imply that the buff stays permanently but is only active out-of-combat (like a Cloud Drake buff). And the second mention says "movement speed" without precising "out-of-combat" just to make it shorter, and because it's obvious in this context. (At least once you have some experience with how the game works ;) )

Hope that helps. Clear enough?

Yep, thanks for clearing that up for me. I figured flat MS would be a bit ridiculous.

In LoL, we don't use "flat" to mean "permanent". Flat MS means you get a certain number of MS that doesn't depend on the circumstances, like how Tiers 1 Boots give +25 MS. It is usually opposed to "percent", like how Zeal gives +5% MS, and this depends on your current Flat MS.

Other example: Flat AD on Longsword versus % (base) AD on Sterak. Flat Armor Pen (Lethality) on Youmuu versus % Armor Shred on Cleaver.

I know what flat is. It's from old RPG's. when i say flat i mean static and unconditional, I.E. Doran's Sword gives flat AD, not AD on hit or AD if you kill a minion, you just get AD. I don't mean flat as in permanent. I guess in that context i meant flat and stacking like Thresh's passive, but that's been cleared up.
