The armor shred is 15% to 35% depending on E rank.

So that's obviously a bug, I'm guessing it's just a typo in the tooltip but you could test out if you actually gave your enemies negative armor :P

Man 3.2 second cooldown, the AR only lasts for 2 seconds. What can you do.
