Corki's R is literally the worst spell in the game.
Unless your on the big one, his r does less than an auto attack. The only incentive to use it is to proc triforce.

Well, there's always the current Urgot's ulti, where outside 1v1 and ganking scenarios, his ulti makes him go inting.
It scales pretty well with level, and as you said helps proc tri force, riot expresses clearly that they balance corki mainly around this item
For a little while corki outbursted the entire midlane meta before he even pressed r, they hit it pretty hard and I respect it.
Go against a decent corki that can burst you and his ult will basically be icing.
the problem isn't that his ult is too weak, its that his main kit is too strong for him to have a decently powered ult at lvl 6, along with a sheen proc from hell being bought around that same level. D:

I wouldn't say so At max rank, the ability has -2 seconds cd per shot -10 seconds ammo recharge (not counting cd) -75% AD scaling -Cheap mana cost -Long range
Without max rank, it's still a decent poking tool, and you can use it to farm as it's way cheaper, and has faster CD compared to his Q.
Corki's kit is quite strong as it is, buffing his ult means that his kit needs to be nerfed in some way.
