i think it's okay as a trade off for people knowing when she has her stun now. counterplay, yes!
anyway, you sound as if you had trouble with an annie, if you can't beat her, ask for ganks, if ganks dont work, farm till mid game.
remember to buy magic resistance.
You do realise that before Annie could give Tibbers a ms buff by using E, right? They just changed how you get that, and added an attack speed boost.
