8.11 Baron and turret nerfs

Inhibitor and Nexus Turret health decreased. Inhibitor Turret health regen increased. Nexus and Inhibitor Turrets can now only regen health up to the next third.

Why?!
Turrets are so weak. Sure defenders feel good when they hold off a push (Not like it ever happens since towers die in 5 seconds).
Baron too strong? I'd rather see a buff to him instead of a nerf.
Is it just me or does Riot make some weird changes?
