@Riot After watching all the LCS games i can confirm something. Rylais is way too strong.
Rylais will be the reason AP champs stay on top no matter what. Especially azir

xxxMadLionxxx5 votesI just a lot of mages are near useless without the slow. If you look at Taliyah, it is mandatory. And a lot of champs are super mobile. I agree, Rylies is op, but without it, a lot of mages will become obsolete.
I personally feel like I have no choice but to buy it. It is becoming the new IE for mages.
Unfortunate, this is the dirrection riot is heading. Mages are about utility and Rylies is their flag ship items

Sire Hippington1 votesever since the rylais buff at some point in S4, aoe slows for 40%, but on a slightly lower duration than aoe. However, dots and minions apply only 25%, and imo his soldier should count as minions, or dot, as they damage more frequently than many dots, permanently re applying the slow till you get out of his range or die, which is on many champs more likely.

Idk, I think it's overused. GBM actually got it on Ziggs and from my testing, it's pretty trash on him. The slow doesn't even last long enough to chain bomb and it's superflous on E while it makes almost no difference if you land W since it lasts about as long as the knockup.

Those two get the lowest timer on the slow since theirs pools are considered dots, as soon as you walk out of the pool it basically instantly ends. Kinda justifies itself that it reapplies fast while in it since as soon as you are out its over, not like a single target spell that lasts for 4 seconds.

Doesn't help his carry get in an extra auto or two, doesn't help his team get a second longer of disengage as they retreat, doesn't help him avoid being bursted down with 400 extra health. It's a trash item.

There are just clearly more useful items on him. The slow is for one second on the only skill where it makes sense and his Q is very dodgeable with a fairly small AoE so it's not going to hit super often unless someone's already CCd. Rylai's is good on many champions but it's pretty weak on Ziggs - at least if you want it for the slow.

40% for everything is way to effective.
40% for single target spells for 1.5 seconds is fine
40% for AoE DoT abilities is way too strong. Make it 25% for 1.5 seconds.

Erm...no...the stats aren't the issue, personally I see nothing wrong with it, but if anything was to get hit, it would be the slows.
People need to stop making AP items crappier, there is a reason AP champs are even after that mage rework still kinda crappy if your name isn't Swain. And he is only good since he draintanks forever, not since his damage is amazing. Won't be long til Riot mega nerfs him anyways since they seems to hate anything that isn't an ADC or Assassin.
