Probably because he can literally ult the APC and kill them with ONLY his ult. I did it quite a few times late game

He has stacking AP like Nasus stacking his AD. The strategy is(*was *in the case of Veigar), don't let them get to late game. End it quickly. Push objectives early.
Nasus could do the same thing if you let him get farmed enough. If you let squishy Veigar get to your adc, you deserve to lose.
