Is it worth losing out on the tankiness provided by going 18/0/12 for Bandit (i.e 18/12/0) for Top "bruisers" such as Sion ...?

ignoring you called Sion a bruiser and not a tank

On some champions it could work, but it mainly benefits from poke. On GP I grab it because of his Q and because I expect to be bullied in lane so I'll still get money when I miss CS.

Not Bruiser, but "Bruiser" - it is all about the quotation marks.

I can see it working out in lanes you are not favored to win, but I would go 0/12/18 in that case.
