Early Surrender in ARURF

Could someone explain how surrendering works in ARURF? we just had a game where we had to face syndra, blitz and cho. Obviously, we all knew we would loose, and instantly when the clock hit 15 the surrender vote popped up. 4 said yes, 1 said no and then the Game didnt end. What. the. actual. f.... so, it states that early surrender vote isnt unanonimous. Where the heck can i see who voted what if the game tells me it aint anonimously? and does ARURF "early"(actually, lategame, as i have had quite a few round that were finished by 11. minute) need all 5 players to say yes?
