While it's a dick move, I haven't heard anything about banning a teammate's pick actually being punishable.

If the player legitimately said they only did it for that reason then yeah that is shitty behavior.

The act of banning someone's champion is not, but engaging with them in chat to tease them about it certainly is.

I don't know if Riot will consider this bannable or not, but you can always submit a support ticket to Riot (link is at the bottom of this webpage) and let them decide.

Why would it be bannable? You have 2 other tiers to go through.

I doubt they would be banned for it if it is their only report, but you can report them for griefing. Simply use the additional comments box in the post-game lobby report screen and type "see pre-game lobby chat" or something along those lines. The pre and post game lobby chats are recorded, and while it isn't shown in a reform card, it can be reviewed by Riot Staff and if prompted by putting something in the box like that. You also have the option, as the others have said, to take a screen shot and submit it with a ticket to Player Support. Again, I doubt they would be banned for it, but if the player has a history of bad behavior, and is close to a punishment, it is possible that it could lead to them being given a punishment.

Take a screenshot, send it to Riot, and let them decide.

Lol I was gonna say no, but the person blatantly said why and that's gotta be something. Idk though.
