The Ult/Summ timers are definitely amazing and a long time coming, but if you want to make a montage you might want to download a replay program (I prefer BaronReplays). You can rewatch your match from any point of view, slowed down or sped up, and accurately record exactly what you want.

Also, if you have a decent Nvidia graphics card, it has a recording option called Shadowplay which constantly writes a file (up to 20 minutes of video) and you just hit a hotkey when you want to save the last (up to) 20 minutes. Also has the option to actively record like any other recording software.

According to the Surrender@20 post, it's just for allies. The picture they show doesn't have the enemy having been seen (so certainly could not possibly know if they'd used one or not) so from that you can't tell though.
