Because it's perverse that two of the Red Keystones flagrantly favor crit-based auto attackers over everything else. There are other classes that might want combat sustain out of the DPS/Sustain tree.

As for vlad. It was removed it mostly because only 1-3 champions truly needed it or it be balanced for without breaking. If only 2 adcs used bloodthirster, they'd give it a look too. Hell. The lifesteal used to not be unique once upon a time.
I think it should give omnivamp. I've only liked DFT on Jhin and find it lack luster anyone else but veigar.Thunderlords is usually a better pick with 5% CD.
