What Will Facilitate Tahm Kench's Ability to Play Multiple Roles?

Riot has a habit of nerfing one role to shit to allow the other role to function (Zyra, Vi, Lee Sin, Zac, there's millions of examples), but they seem very interested in having Tahm Kench be both a solo laner AND a support. How does Riot intend to balance this so that he's viable in both roles, but doesn't fall into the same pattern of "Kench is way stronger in support than solo, so people only take him support, so they nerf/balance based on that" that a lot of champions have fallen into.
