Jhin and Normal Cast

To use Jhin's ultimate you first activate it and to shoot bullets you have to click R again and then click with the mouse to fire.

As a normal caster this takes a long time, even for me and is very disruptive.

So can't they just work the way Irelia's ult works? They fire instantly but you still activate the ult itself the same way(Sniper assembly).
