Who can I play to have an advantagious lane against Fiora?

So far it feels like Fiora always has the advantage against any other Top Laner. She has %maxHP True Damage, so she destroys Tanks/Juggernauts. She has Riposte and Lunge, so she can "outplay" other CC reliant Fighters. She's not nearly as squishy as other champs, so she will win against Assassins. She has really good sticking/gap-closing power, so she can engage a squishy backliner (mage, marksman).

Honestly it feels like she has no counters. I get that she's the "Grand Duelist", but holy shit she can beat any champion in lane and outscale almost all of them in damage while only building 2 half-damage items. How is this even remotely fair?

Even on Champion.gg, the only people she has negative winrates against are the "overpowered" champs like Graves, Mundo, Trundle, and Gangplank. Even if winrates don't tell the whole story, they still give a good summary.

And yes, I understand you can still beat her, but it feels like you're playing at a disadvantage just because the opponent picked Fiora. She's strong in almost any matchup, unless against a currently considered "overpowered" champion, she is a lane bully that scales hard into the late game without any mid-game dip, and she overall just an anti-fun for the opposing team. Does she have weaknesses? Yes. Are they easily exploited? Not at all. She's basically the new Riven, except that Riven had to build more than 2 damage items for a full build.
