I think I know why no one is rushing BT anymore and I think I have a way to fix it.

In looking at IE vs BT, IE gives more damage, BT gives more durability.

No one is getting it because it if you are already ahead, more damage is better than durability because it allows you to snowball faster. If you are behind you are more likely to be forced off the minions making you unable to get your overheal, making that passive worthless. Also since it functions off lifesteal the only way to get your overheal up quickly is to crit... which you'd need IE for.

In light of that I propose that the shield passive change to this. "Auto Attacking an enemy champion gives a 50-350 hp shield that can be replenished by lifesteal. The shield fades after going 25 seconds without attacking an enemy champion. 15-20 second cool down. The shield also goes on cool down if it breaks"

That way getting the shield up quickly doesn't rely on having an IE, making it a much better item to rush if you are behind.

The truth is that Bloodthirster is no longer the center of the universe anymore, and it probably shouldn't be, either. I think IE is a little too close to the center if anything. Every bit of AD you get on BT is on IE, plus 25% crit chance, plus crit damage. I think BT is right about where it should be for a sustain item, but IE's damage is slightly too essential at the moment. IE needs to be scaled down by having more Crit emphasis, and force ADC champions to build supplemental damage to actually pack a punch with it. The only Critical Damage item shouldn't also have nearly the most AD and Crit Chance all on one item. Riot needs to spread the love on IE, but they already fear that carries are getting a bit non-essential, I think.
