Lulu- Better to go solo top or Supp bot?

I apologize if this is the incorrect forum to be posting this topic in but I had a question regarding the "proper" way of playing my favorite champion.

I want to clarify that I see Lulu as a support champion and that will not change. Her toolkit has everything an ADC would want in a supporting partner- a long-range poke, single-target polymorph/speed boost on ally, a single-target shield to set up attacks and an ultimate I simply cannot get enough of- an HP and size boost as well as a small slowing aura around the affected ally.

The past week I have been watching streams of other players for the first time in awhile and Ive noticed quite a few high-ranking Lulu players putting her up top solo.

Solo lanes and support. She's a terrible jungler and there's better ADC picks.

Seriously, it's more about what position you get in champion select. She can do the job just fine.

She's currently better top than support. Mana issues as support really limit her effectiveness. As a top laner, you get access to gold that you don't have to spend on Frostfang or Sightstone, so you can pick up early Doran's and Chalice and then Q to your heart's content.

She's still adequate as a support, and maybe even good if you want to push lane hard with like Cait/Lulu.

I normally start out with 4 mana pots so mana isn't an issue unless my ADC partner is overextending frequently. I only use her E when we're about to engage and try to use her Q in tandem to slow down the target ^^

Frequent pokes w/bandit mastery and Tier 1 Frostfang, provided my ADC partner gets their last hits in, more than makes up for not getting my own minion kills so money isn't an issue either.

Then again I don't play on a competitive level, I play to have fun ^^

she doesn't scale very well anymore so support is probably her best role now. people mostly pick lulu for her kit rather than for her damage. the shields, cc, heal, and movespeed boost are just insanely useful.
