Id like to see Homeguards Purchasable again

There were so many strategies that revolved around early homeguards rush. So I propose being able to purchase them early. Now it wouldn't be full 1300 like it was. I'm thinking something like 700g for early homeguards.

This would bring back the Hecarim Counter pick strat against zed, where you rushed Tabis with Homeguards and then basically just brawled the zed and sprinted back to lane putting essentially infinite pressure on the zed or force him to complete boots and buy enchant delaying his power spike.

Once 20m rolls around you would either A: Get refunded 50% of the cost B: No refund.

I think the refund might be a little strong and force the entire meta to revolve around it. so I learn more towards B
