Does the team building alrogithm change for promotionals?

Alright so this has become so frequent I have to ask cause its really frustrating and depressing.

Getting to my promotionals is easy. Usually maybe one loss and four wins or something like that. Most my teams are solid and good mannered enough with few problems.

Every single time I qualify for promotionals, I get teams that rage, are horrible in lane, much lower rank then our opponents(one time I had nobody above gold 3 and they had two plats). And most the time I can tell the game is over before it starts cause someone is harassing someone else in the lobby.

I can't even really call this "bad luck" anymore cause it wasn't like 3 times in a row. I'm talking close to 10 times. Every time I reach the next division or league, to get promoted. I need to lose at least 2-3 promotionals like this before I get decent teams who don't rage and throw tantrums and every lane doesn't feed hardcore. It gets disgustingly bad a lot of the time. Most my losses actually come from promotionals lately.

Is this just me? Does anyone else feel like you are giving significantly worse teams are promotionals, both attitude and skill?
