It feels like people are using it as a stat efficient version of and the non-passive selfhealing is just the cherry on top.

They use it cause it'S the clearly best choice for MR. Locket gives shit selfish stats, so rather usless outside of jungle and supp, banshies is a niche item that you get when you really want the spellshield, usually as single def item on a squishy vs malph or LB, Wit's and Abyssal are both off/def hybrids that don't give nearly the tankiness of SV, so if you want to get tanky they are a rather bad choice aswell. This leaves SV as the generally best option, partially also bcause getting the cdr on some champs is hard without it since warmongs is still a rather crappy item.

Spirit visage's healing buff has made it more attractive for champions with some sustain in their kit. It doesn't provide the as much MR as it did in the past but mages can't get as much AP as they use to with many mages items shifting to CDR, lower cost, and less AP.

Banshee's was a niche item, but now it is the "cheap heavy" early MR item. Still I would rather just save up and buy a SV early and simply sustain through combat than have the extra MR banshee's veil.

It wouldn't surprise me at all if SV gets a slight nerf and banshee's gets a buff a patch or two down the road. There is very little reason to get the item.
