New players with 13% ranked win rate placing silver - can you even place bronze?

First off let me say that I dont feel entitled to a higher rank. But it seems like silver IV silver V games have too much skill variance. You have people who've played 15 games in total, and you have people that have played 100s of games. http://na.op.gg/summoner/champions/userName=Challenger%20Top Any idea how this person seems to have 15 recorded games in total and is playing ranked? Sure there's a few prodigies out there who can jump in and excel at the game, but I'd say for most it takes 100 games to even start getting the hang of a few roles and matchups. I dont think my mechanics are great but you see so many games where everybody has placed 20 wards by the end and somebody has placed 0. Can you even place bronze? I didnt do well on my placements and i still got silver 3 due to my past play years ago. Anyways, something feels wrong about my games. Maybe my meta observations are better than my mechanics or something, but it seems like the ranks dont pair people with similar skill levels.
