Why Won't Riot Nerf Jarvan?

So ppl can climb low elo :D

Jarvan is balanced. -J4 main

Because HE isn't what's OP. His numbers aren't what are OP. His KIT is what's OP. He's got huge mobility and three of his abilities do damage and it's all part of his combo, plus he's got 3 forms of CC, a Slow, Wall, and Knock Up, which is all AoE... He brings a lot to a team fight and to his ganks in just his own kit alone. If you nerf his damages, he can't clear the jungle or really lane and he'd be a support, which wouldn't be too bad. It would be a good change up from some champions, but still.
