It seems that the first item for mages is locked into Ludens Echo most of the time, if the mage wants to use glacial augment to land a cc ability they build a GLP, or if they are ryze they build archangels. For the champions that don't have mana or don't need mana they usually build a protobelt. ROA has fallen off the face of league, the only champion that I know that builds it anymore is swain, and I don't see swain that often outside support anymore. The reason i think people aren't building ROA any more and it isn't that it isn't gold efficient, being 97% gold efficient when you buy it, and 156% at full stacks. An interesting mechanic they could put on ROA would be scaling CDR, like the scaling CDR in runes. ROA is currently one of the cheapest AP items in the game and still no one buys it.

It is mostly the lack of CDR that drives people away from Rod of Ages but it's also partly because it needs time to really work and that's another factor. The game is just too quick right now to have to wait 10 minutes to get max value from an item especially when most mages need the stats from their items right away.

Either u are too behind to buy it; game is over before its stacked, or u throw ur lead by buying it. By the time its stacked, the enemy team has gotten enough breathing room to be a threat.

maybe if it stacked twice as fast and replaced the base HP with CDR? that could make it a better item while still being a Scaling AP Item

Anivia still buys it, but only because she's forced to. I tried to make Luden's builds work, but you just oom so hard, and it's too hard to make almost any other double mana item build work well enough to justify the garbage early they have. I'd literally use Frozen Heart if armor did anything, but ironically even that's best used with RoA anyway , so you're going nowhere fast.

EDIT: I'd also like to add, the fact that RoA and Archangels are both garbage is part of the reason why Karthus moved to the jungle. He can escape his burning garbage build path with Jungle mana regen. I tried him with Luden's. It's not nearly as terrible as it is on Anivia, but it's still not great... :/
