With the 2nd consecutive nerf on Runic Echoes I believe that Fiddlesticks needs a buff (Context Ins)
For the majority of last season, Fiddlesticks was dumped to the side (along with a few other niche AP junglers) with the introduction of Runeglaive + removal of Magus.
However, earlier this season AP junglers, Fiddlesticks included, received a decent jungling item to actually allow them to have an effect on the map while also making sure they didn't wander off too far from the jungle as they would need to proc the Runic Echoes passive every so often in order to regenerate mana.
With this 2nd consecutive nerf on Runic Echoes (due to the oppressive nature of tankier champions abusing this item's base damages and 10% MS), I feel like Riot is just going back to gutting ABILITY POWER junglers that actually rely on the ABILITY POWER they get from the item.
While some junglers such as Elise, Gragas, Udyr, Amumu, Zac etc. can get away with building Runic Echoes into tank, the actual ABILITY POWER junglers such as Fiddlesticks, Karthus, Diana, Nidalee etc. are once again being thrown to the wayside.

A few patches after this post, in patch 6.1 Fiddlesticks was given a relatively minor buff to the mana costs of his E - Dark Wind (an ability that is often maxed LAST). This buff has/had little, if no impact on Fiddlesticks' jungling ability and in no way allowed the player to have a greater impact with him until level 14 when players would be forced to put more points in this ability.
Just as of note, in the patch notes Riot also mentioned that they were aware of this when they said "This will probably help out Middlesticks or Supportlesticks (we stretched for that one) more than Junglesticks".
I believe that in a game where DIVERSITY is Riot's ultimate goal, continuing to shun out mage junglers (because an item that was actually made for them because abuse-able by other champions) is unhealthy.
