Why haven't heavy engage ad caster junglers been nerfed yet?

They've been dominating the jungle, they have heavy winrates, they been performing well in all divisions, they are always in every lcs match, maybe Riot needs to touch these guys like they did panth. I really think they just need to nerf warrior enchantment or change the build so they don't get all the stats they need in one item.
