Attack Damage Item Applying Grievous Wounds

Anyone else think we need One of these added back into the game? I remember there used to be one. It gave a small amount of Crit Chance and applied Grievous wounds when the target was under 40% health and you Basic Attacked them. Plus the only item that i can find that applies Grievous wounds is Merello's. This makes picking people who heal for very large portions over a short time really a lot more powerful because getting Morello's is the only real counter now. Other than Ignite. . . That'll always be good :3
