Exhaust is essentially Barrier and Ignite in a single spell
See, Barrier is supposed to be this defensive, safe summoner spell that people take against match-ups they know they're going to lose, while Ignite is supposed to be this offensive, risky summoner spell that people take against match-ups they need to snowball off of.
To summarize:
: "Survive until I outscale",
: "Kill early and snowball".
However, Exhaust does the exact same job that Barrier does while also adding an decent amount of kill pressure.
This is especially true in reflex matchups, where the first person to land a full combo while dodging the opponent's damage will take the win. Now, it's just Exhaust enemy, absorb their combo, then blow mine now that his/hers is wasted.
It changes what could potentially be a skillful, intense fight into only fighting when Exhaust is off cooldown.
And yes, I know that Barrier also changes things to a cooldown game, but Barrier only offers defense. Exhaust, on the other hand, not only prevents the opponent from attacking, but also weakens that opponent to your attacks. Not only that, but it also protects ANY target that he/she is attacking.
At the very least, Exhaust is the summoner spell without consequences. You don't lose kill pressure by taking it, and you don't sacrifice defensive capabilities late game. If it's trying to be the "Jack-of-All-Trades", then it can't be inherently better than Barrier in every aspect.
My suggestion would be to completely get rid of the Armor/MR Reduction debuff that's needlessly tacked onto the spell. It's pointless and unnecessary, and only serves to remove the risk in taking this summoner spell.
