Ryze (43% Win Rate) Is Getting Nerfed on PBE?

Ryze, who is 43% win rate (the worst out of all 140 champions) is getting nerfed on PBE (E mana cost 40 --> 60 at Lv1).

Also Archangels is getting nerfed from 3% to 1% AP--> Mana ratio (Seraph's unchanged).

Is it really necessary to 2x nerf literally the worst champ in the game just because he's used in the LCS?

Before you say "He's good in the hands of a highly skilled player". No... he's not. Even Diamond (top 1% of players) have a 49% win rate with him. Ryze is only good in the hands of a highly skilled player in a highly organized group (pro's).

I think what Riot needs to do: 1: Balance for the regular players. Completely ignore LCS balance. 2: Implement a mechanic that forces LCS champion diversity to make it more fun to watch. This will give better game balance the players and more champion diversity at the pro scene. (a win-win)
