While in bird form in Zhonias, Swain can still deal damage while depleting his mana (not heal up though). So why can't Anivia have this as well? She could have her ult still active while being protected. This might help her out a little.

Anivia's Ult is considered a channel. Any hard CC will cancel it. Zonya's is considered hard CC. Other ults function differently which is how they continue. Swain's ult is considered a stance. Zonya's doesn't disrupt stances. Morgana's and FIddle's ults are considered auras (or something close to). Zonya's doesn't cancel auras.
Honestly, Im pretty sure she cant just because shes an older champion. Shes relatively balanced though, so i can see the hesitance riot might have to buff her.

i agree it everyone can do so for the most part, idk why she cant.
The reason Anivia ult doesn't work with Zhonya's is that it is channeled and if Anivia is CC'ed her ult stops... While Swain ult keeps going even if he is CC'ed (Oh and Swain actually do heal while in Zhonya that's what makes it such a must have on Swain)
It's channeled because she's a gigantic aoe threat.
